Numbers are proposed program ceilings, not available inventory. No tier grants equity, revenue participation, or guaranteed returns.

Season structure: Silver PreAccess proposes 10,000 seats per jurisdiction allocated across four 2,500-seat planning blocks. PostAccess seasons propose 10,000 seats per jurisdiction per season, beginning with Season 1. Allocations, benefits, and dates remain subject to formal approval.
